Not much thought as to the how but I think we could built a supplement that could be dicated to a dragon riders match type. Insperations Image:

You could give the steeds an assessed BP cost (not a full cost for a dragon, but a sizeable one nonetheless), and thus place steed purchase in direct conflict with equipment and attribute purchase.
